La Fiscalía General de la Nación logró la judicialización de 12 presuntos integrantes de una red delictiva señala de deforestar algo más de 7.000 hectáreas de bosque nativo en varios municipios de Cundinamarca y Boyacá, obtener madera de especies protegidas y comercializarla.
Dos de los procesados son funcionarios del Instituto Colombiano Agropecuario (ICA) y uno más es contratista de la Corporación Autónoma Regional de Cundinamarca (CAR). Estas personas, al parecer, usaban sus cargos e influencia, y a cambio de dádivas, facilitaban la expedición de permisos para aprovechar el recurso maderable en zonas de reserva forestal o gestionaban salvoconductos que le permitían a la organización mover grandes cantidades de madera y darles apariencia de legalidad.
El grupo delincuencial, presuntamente, compraba o se apropiaba de manera irregular de bosques, talaba árboles indiscriminadamente y trasladaba la madera a distintos puntos de acopio, donde se coordinaba la venta y distribución. En las labores investigativas se constató que la actividad ilícita afectó áreas protegidas en Tunja, Pesca y Combita (Boyacá); y en Zipaquirá y municipios de la sabana norte y occidente de Bogotá, en Cundinamarca.
Un fiscal de la Dirección Especializada contra las Violaciones a los Derechos Humanos imputó a estas 12 personas, según el posible nivel de participación, los delitos de concierto para delinquir, aprovechamiento ilícito de recursos naturales renovables y cohecho por dar u ofrecer. Ante la contundencia de los argumentos de la Fiscalía, nueve de los procesados aceptaron los cargos.
Entre las personas investigadas están Omar Pineda González e Isaías Cita Uribe, los presuntos articuladores principales de todo el andamiaje ilegal, encargados de la financiación y compra de los bosques, la preparación de la madera, el transporte del producto en tractocamiones y el contacto directo con los funcionarios que estarían al servicio de la red.
También están: el ingeniero del ICA David Enrique Rodríguez Cifuentes, quien sería el responsable de emitir conceptos técnicos forestales que le permitían a la estructura ilegal explotar determinadas zonas; la servidora del ICA Sandra Liliana Páez Triviño, adscrita a un área de control fitosanitario, pero que, según las investigaciones, habría intervenido y gestionado la adquisición de salvoconductos para soportar la madera movilizada y comercializada; y el contratista de la CAR Jorge Augusto Cortés Rincón.
