Alias El Tío, presunto exjefe de una estructura de las extintas AUC, habría ordenado perseguir y asesinar a personas que se oponían a las ideas de los grupos paramilitares o eran señaladas de participar en actividades delictivas.
La Fiscalía General de la Nación resolvió la situación jurídica de Luis Alejandro Alfonso Salamanca, alias El Tío, un señalado exintegrante del Bloque Centauros de las extintas Autodefensas Unidas de Colombia (AUC), y le impuso medida de aseguramiento de detención preventiva en establecimiento carcelario como presunto responsable de una ola de homicidios ocurrida en Soacha (Cundinamarca), entre abril y noviembre de 2002.
Alias El Tío habría sido designado en su momento como cabecilla armado y financiero de una estructura paramilitar denominada Bloque Capital. En cumplimiento de ese rol criminal, presuntamente, ordenó el asesinato de 34 personas en el sector de altos de Cazuca y, por lo menos, 10 barrios ubicados entre Soacha y la localidad de Ciudad Bolívar, en el sur de Bogotá.
El material de prueba indica que el hoy procesado, al parecer, le pagó a cada sicario 400.000 pesos por homicidio selectivo perpetrado.
En el curso del proceso se acreditó que las víctimas correspondían a personas señaladas de estar vinculadas a actividades delictivas, habitantes y líderes comunales que tenían ideas contrarias a los grupos paramilitares, y una menor de edad que identificó a algunos de los agresores y los denunció.
Adicionalmente, alias El Tío estaría involucrado en un crimen ocurrido el 20 de julio de 2003, en Villavicencio (Meta). Un hombre fue interceptado por una estructura del Bloque Centauros, trasladado a un inmueble, torturado, desmembrado, envuelto en bolsas plásticas y arrojado al río Negritos, en la vereda Las Mercedes.
Luis Alejandro Alfonso Salamanca durante varios años mantuvo el perfil de comerciante del sector turismo y pasó desapercibido para las autoridades; sin embargo, versiones entregadas por varios postulados a la Ley de Justicia y Paz, y nuevas evidencias obtenidas por la Fiscalía pusieron al descubierto lo que sería su pasado delictivo.
Por estos hechos, una fiscal de la Dirección Especializada contra las Violaciones a los Derechos Humanos vinculó formalmente a alias El Tío por los delitos de homicidio agravado y concierto para delinquir agravado.
Como parte de esta investigación, que avanza en atención a los parámetros de la Ley 600 de 2000 (anterior Sistema Penal), funcionarios el CTI, con apoyo del Ejército Nacional, capturaron al procesado en el barrio Unir, en la localidad de Engativá, en el occidente de Bogotá.
