La víctima, Capitán del INPEC, se desempeñaba como comandante de vigilancia del Establecimiento Penitenciario y Carcelario de Alta y Mediana Seguridad de Combita (Boyacá).
El trabajo investigativo adelantado por la fiscalía permitió la captura y judicialización de Juan Esteban Muñoz Moreno, quien habría participado en el homicidio del comandante de vigilancia del Establecimiento Penitenciario y Carcelario de Alta y Mediana Seguridad de Combita (Boyacá), Capitán Luis Eduardo Millán Manrique.
Los elementos materiales de prueba indican que el 8 de junio de 2019, en la Vereda San Onofre de Cómbita, el procesado, al parecer, se movilizaba en una motocicleta de alto cilindraje desde la cual el Capitán del INPEC recibió cuatro disparos de arma de fuego, causándole su muerte.
Tras los elementos materiales probatorios, un fiscal adscrito a esta seccional le imputó los delitos de homicidio agravado, fabricación, tráfico, porte o tenencia de armas de fuego accesorios partes o municiones.
El Juzgado Primero Penal Municipal de Garantías de Tunja, impuso medida de aseguramiento consistente en detención preventiva en establecimiento carcelario.
